Ok, so after a lot of reading, I've got LOMAC running really well on my rig. Granted it's above average rig, and getting only so-so framerates, but it's a huge improvement over what ships and having to fiddle with all the settings.
My rig:
P4 2.8H
512MB PC3200
Radeon 9800 NP (stock speeds)
DirectX9.0b and hardware sound acceleration on.
Apparently the game uses the Flanker engine although the devs said otherwise. The biggest problem folks have found is that the water is rendered ALL the time, even if you are in the mountanis flying. It takes a bit of processing to do that. Clouds are another problem. A couple of guys have come up with files that do a better job of cutting down on the fps issue. The water file unfortunately loses the fancy effect, but the framerate gain is worth it (to me).
In the A10 mission on the first screen I get around 30 or so, up about 20-30% from stock. And the F15 mission I get around 50. There are still the dips under 26, but it's become more rare and the game, while still in a shizzy shipping state, is playable.
These is 100% credit to a guy named zzzspace on the official Lomac board.

HINT: For really smooth high FPS turn all the "DIFFICULTY" screen 'MY PLANE' options OFF and "MISSILE EFFECTIVENESS" slider all the way to the right.
For the sea texture:
Place the BMP (Latest Version) file you downloaded in:
C:\Program Files\Ubisoft\Eagle Dynamics\Lock On\Bazar\TempTextures

The game is 500% more enjoyable now that I have it running decently.
