St. Paul cop jailed in investigation of shooting incidents

A veteran St. Paul police officer was arrested Monday evening for allegedly using his service weapon to shoot up a home in Maplewood last month and a Hmong business mall in November, the St. Paul Police Department reported today.
The Maplewood incident involved the home of a Xang Vang, the translator for Gen Vang Pao, the national Hmong leader, who lives in California but visits the Twin Cities frequently.
The shootings are part of a wave of violence that has hit the Hmong community and businesses associated with the general in recent months.
Officer Tou Cha, 35 and an 11-year veteran, had his service weapon seized and was booked into the Ramsey County jail on Monday. A quick analysis matched the bullet casings from his gun with the shell casings found at the two crime scenes, said Officer Paul Schnell, the department spokesman.
Tou ChaInvestigators have not determined a motive for the shootings. Nor has a connection been made between the shootings and a series of arson fires and attempted firebombings at various Hmong homes and businesses.
No one was injured in either shooting, although five people were home at the time of the Maplewood shooting. The first shooting happened on Nov. 29 when windows at numerous Hmong businesses were shot out at the Minnehaha Mall in the 700 block of N. Milton St. The second shooting happened on April 20 at Xang Vang's home.

"We train and entrust our police officers to courageously and vigorously intervene in situations that endanger the community," Finney said in a prepared statement.
"It is a sad occasion when a department arrests one of its own for breaking the very laws he promised to uphold. The reputation of and trust in the St. Paul police department will not be tarnished by the illegal acts of any personnel."
