Ahhh... good old tech support. I used to do helpdesk too, for an ISP.
"Well, it sounds like there's a lot of static on the phone, that's probably why you're getting slow connection speeds and disconnects"
"So there's something wrong with my phone?"
"No, most likely the phone lines"
"This is a brand new phone line"
"No I mean the lines between your house and the provider"
"But we're talking on it now"
"But somewhere in between the signal is picking up static, or there's a bad junction box, you should call the phone company and have them perform a line check"

"The phone company checked the line and they said it's fine."
"They didn't hear the static?"
"They said there was static, but the line is fine"
"Well the phone company only ensures line reliability up to a 9600 baud modem"
"What the hell does that mean?"
"That means that even though we're talking on the phone fine, your modem isn't able to establish a connection fast enough without disconnecting"
"so you're saying my modem is bad?"
"no your modem is fine"
"So it's your equipment?"
"no our equipment is fine"
"so what are you telling me?"
"Well since you live in such a rural area, there isn't anything anbybody can do"
