Logon Failure

I am running W2K on a laptop and Vista 64 HP on a desktop. Until I re-loaded Vista, I could access the Public folders from the laptop. Now, I get "Logon failure: account currently disabled" when I try to connect. I have tried to follow a Microsoft Tech note but cannot find any trace of an 'Active Directory' under the 'Entire Network' screen. Any ideas?

Active Directory is a Server thing.

As well as specific adjustment of each computer according to what it is allowed to be shared.
