logitech Quick cam pro so slow!

hi guys can some one help me with my problem i have a qick cam pro but its so slow the motion is about 20seconds behind time , iam running a pentium 3 800EB on a P3V4x bus speed 133mhz ram 256 megs softwear version for quick cam pro USB. is version 4.1.5.1143 windows 98 second edition
asus v7700 32 meg video card. it so slow to respond
iam running 16 bit mode on cam and in the control pannel like to hear from some one about this problem thank you!
