I Bought a new logitech ellite keyboard and it has this stupid f lock thing that I have to press each time I use an F key and every time I turn on or restart windows is there a way to make it always on F lock that is?
 
Did you scour through all the available settings in the driver? That would pretty much be where it would have to be. If not there, then suggest to Logi that they add the feature in an update - and don't do it just once and enlist others to do the same, on the "squeeky wheel gets the grease" theory.

My Logitech is weird. Sometimes F-Lock is on and sometimes its off on boot. I don't know why it does this. I'm perplexed.
