Is there a way to have the "F-Lock" feature always active upon boot-up without running the iTouch software? For some reason the iTouch software slows my computer's shutdown sequence to a crawl whenever it is installed.

I don't know of a way without the software but I do know that it fails to unload during shutdown. I just right click on the icon in the tray and close it before I shut down. Logitech says it will be fixed in the next version of software out soon.
 
For you "takes forever to shutdown problem", I had the same problem with iTouch 2.15, I went back to 1.83 version and it solved my problems.
 
The other solution is to use the latest iTouch software with the iTouch icon in sys tray,when you shut-down close it first,it will then shut-down fast.
