I installed Windows 8.1 and it forced me to log in with an e-mail address.

Can I disable it and run Windows locally without referring to an online account?

For future reference, pulling the Internet connection is the most fool-proof way. Otherwise there's supposed to be an option in the account creation step, though I've never tried it.

Even if you use a Microsoft account to log in, it does not lock you out if you do not have access to the internet, and you can still log in to your computer indefinitely offline.

Your login to Windows 8 with a Microsoft account is still local, but with a Microsoft account, it adds to access of the store transactions.

I would not make this a big deal. There would be infinite backlash if there was a demand for always-on connection in similar manner to the Xbox One.

There is, but its buried under the option to create a new Microsoft account during setup. Not the most logical place...
