logging cpu utilization

Off the top of my head, try Speedfan, or HWinfo64 (Afterburner might work for this, too, but I've had inconsistencies, with it logging all of the time).

Speedfan would be the klunkiest, but it can work (it's what I use, but a lot of that is because I've used the program for so long that it's easy for me). In the case of Speedfan, do not install it into Program Files, because the program directory is where it makes its log, you can't change that, and the weird permissions of Program Files causes it to make many logs.
 
thank you for that. yes, speed fan seems to live through sleep cycles but it does not give me the granular info i need - like what process woke up my cpu and why.

So is that what you are looking for? Or do you need to know CPU usage for some reason?
Not trying to be mean here, but telling us what you are trying to do can be more helpful than asking for what you think you want.
For example, the Event Viewer is a great place to find what program is waking the computer from sleep.
Also, your computer can be woken up by devices and programs, so seeing CPU statistics will not help you find what is waking it up.
