I'm coming to a close on a project that I have been involved on only 1 Market of a Product & service that is being deployed Nationwide by FCC mandate.

I won't go into details but let's just say the Technology now exists to track the movement of every human down to the detail of being able to tell where and when goes to the bathroom.

Sort of, last step would be similar to what we put under skin of pets.

It's not completely neccessary however for general tracking.

Actually the key plot element to Logan's Run was an enforced age limit of 30. That's definately not here. If Logan's Run had the tracking you're talking about, Logan would have been out of a job and there wouldn't have been a movie.
