I'd like a program that'll tell me how much bandwidth a program has been using in a set period of time.

I ahve a bandwidth cap and I think some program running int he background is fkn me over.
 
Might make a little more sense if you switch your title around to read: "Log Each Program's Bandwidth Usage". I had to do a double take to understand what the hell you were talking about. 😀

On topic, however, it seems as if there was a thread on this very thing not too long ago. I'll see if I can find it.
