Lockout Application?

First off I'm not sure if this was the right place to make this thread, but it seemed the most applicable.

I'm trying to find a program that I can use to lock individual items on my pc (ie. certain games, internet, etc...) without having to lock the entire desktop. I tried google bu could only find the latter.

I assume you will need to look towards firewalls that can restrict what various applications can do. Or you can just use various options to prevent the applications from starting up at the time the PC is booted up. I often use a very old application called startup cop that was a freebie by PC magazine. If I later need one of those apps, I can click their icon on the desktop and they will start up without me needing to reboot, but until then, they are shut down. And as a side bonus I boot up faster because all those surplus seldom used apps are not loading or grabbing pieces of memory.
