Locking threads vs. banning members from threads

Hi, the recent Z2770/Snapdragon 800 thread got me thinking. It was locked because a few posters went off topic after being warned. I think the subject is very interesting for computer news and computer architecture. It is a shame a few posters can prevent the community from talking about upcoming new products which will have significant impact on the industry.

Is it possible block the off-topic posters from the specific thread? The full-on ban may be too much of a hammer, but it would be nice to continue the thread without the lock. Maybe a couple thread blocks could would lead to a forum-wide couple day ban?
 
We have the capability to prevent a member from participation in a forum.

At this point, not a thread. Few threads grow to the point where it is justified.

In those cases where the trigger is pulled on a thread, we may advise the OP that they can start a new thread. The disruptors are also advised to behave.
