Locking taskbar in Win2k

Theres no right clicking on taskbar to lock it like in XP, seems the only way is to go into group policies and disable any changes to start menu and taskbar, but I don't want to do this because I will need to be able to change it periodically and don't want to have to edit the policies everytime, I just want to lock it down. Can this be done?

 
I don't *think* it can be done with 2K. You don't get the option of locking toolbars in IE/Windows Explorer until you upgrade to IE6. Some third-party app may have figured out a way to di it by now.
