locking/stuttering in windows xp

I recently got a new 150gig raptor and have been having problems with windows xp.

Here is the breakdown of my problem:

The first error i got was when i was trying to load a 2nd installation CD for a game, the system would hang and i was unable to end the process. I was able to do other things in the OS, but accessing files was extremely slow. I checked my cpu usage and pagefile and everything was around 2% or very normal for nothing happening. I thought this was strange because usually when im locking up, the cpu usage is up pretty high.

over the next few hours of installing more programs, some would crash, and as they would crash i am unable to end the process and the slow sluggish problem would occur. I then ran a large amount of system and hard drive tests. They all showed the hard drive to be perfectly fine.

Another time i tried to install 2 programs at the same time off a dvd and the locking occured again (which made me think it was my dvdrom drive) but i tried to duplicate the error and even run 6 installs and 2 from my desktop, but could not get it to error)

I thought it might be an nforce ide driver issue, so i reinstalled windows and left that out completely. I only installed the bare minimum.

This is what ive tried to do to fix it.

1. Replaced SATA cables
2. Removed all un-needed drivers
3. Ran memtest, sandra tests, orthos and super pi without fail
4. Ran HDTach to compare speeds, and i run Western digital lifeguard diagnostics to check the drive (3 TIMES!!!) and there is nothing wrong.
5. Checked the SMART status in speedfan and nothing is wrong with the drive.
6. All overclocking was removed.
7. Reinstalled windows 3 TIMES!!!
8. Installed all the dual core fixes to make sure that wasnt it.

the locking and stuttering happens and there is NO cpu usage or pagefile usage. I am able to acces programs but at extremely slow speeds. Sometimes it will lag and as i type it will stall then retype as though it is spinning up and down. (CPU is only fluctuation by 1% or so during this)

Help!! any ideas?
I cant really RMA the drive because software finds nothing wrong with it.
