Locking/securing up public XP terminal

I'm not sure if this is the right forum to ask such question, but i'm looking for a program which can customize security setting on a XP machine.

For example, when you goto public library or school libraries, you can see that many of the functions are disabled so that people won't mess with it(prohibiting downloads, installs, etc.).

Not only in IE, but XP itself.

Can you recommend such programs?

group policy editor.
It's built into XP.

Just click start- run- type in gpedit.msc.

There's many tutorials on using this, just google it.
