Locking Out IE In XPpro

Hey guys, I have a quirky question dealing with XP Pro. I have a young brother who we've decided is allowed to use my computer. However, I want to block out IE(and ideally, port 80 altogether), as we think he's too young to be on the 'net alone outside of possibly email. How would I go about setting up a user account(or otherwise adjusting things) for him in which he wouldn't be able to get on to the internet?
 
you can start in control panel\user accounts. set up one with limited accses. not quite sure about setting permissions , but i think you can get what you need from control panel\administrative tools\help.
