locked task manager and start menu?

so just now I was playing around with msconfig, just the start up progs, b/c i didnt want a few things to start up auto. but after doing that now I cant click anywhere down on the start bar and I cant ctr alt del for task manager. it says task manager has been disabled by admin? I am running XP prof.
 
Have you been changing anything in gpedit.msc? Right-click on the taskbar is under user configuration, administrative templates, start menu and taskbar, remove access to the context menus for the taskbar.

Taskmgr is under user configuration, administrative templates, system, ctrl-alt-del settings, remove task manager.
