LOCKED Multiplier on the P4 HT?

What the heck? I just bought a

retail p4 800fsb 2.8 HT
MSI NEO 875P


And the CPU ratio says "Locked" in the BIOS?!?!? What the heck did I set something wrong? Or is Intel Locking their chips still. I thought they stopped doing this?
 
Intel has been and still are locking the multipliers on their processors. If you want to overclock it, the FSB is your only way to go.

Intel has always locked the chips since the P2 days
 
Where are these rumors coming from that Intel unlocked their latest CPUs? There's been a couple of threads just here with people thinking this, and I've encoutered threads on several other forums as well as people at school that I talk to thinking the same thing. Who is spreading these rumors?
