Locked hard drive! Please help.

I have a 20gb quantum HD in 2 partitions. C: drive is fine but the D: drive gives me a "this disk is locked by a disk utility" message. It was working fine until I was backing up some cd's using cdrwin and told it to use the C: to store the image, there wasn't much room left in C:,so it asked me if I wanted to use disccleaner(I think) cancelled that exited out, started the prog again and used the d:. When i came back i downloaded a demo from the net and told it to save in D: but saw that there were no files in there, checked the properties and said that half that partion was being used (which is right). Restarted the computer and now I get the error message, c: works fine but d: doesn't. How do I unlock the hard drive? Can I just format the D: partition, and it will be unlocked? I have no idea. I'm running win98se, and NO norton stuff or anything like that.

Try formatting it first.
If it doesn't work, you should be able to just FDISK the d: drive and re-create / format it.
