Turn it off and on again and you'll get another 3 (or is it 5?) chances at entering the password before it locks you out again.
As for outlook emails, go to "File -> Import and Export". On the next screen select "Export to a file", then on the next one, "personal folder file (.pst)". Select the entire mailbox by clicking on your mailbox in the top of the next screen, and ensure "Include subfolders" is selected. Save the pst to somewhere like a USB drive or whatever, select "replace duplicates with items exported". Now before finally exporting it you'll have a choice of encrypting with a password and whatnot. No offence, but maybe given your track record in this area you should leave it password free 😉.
Now, take this file (default named "backup.pst", I think) and get it onto the other computer. USB drive, network transfer, whatever. On the other computer, open outlook and select "File -> Import and Export" again. Select "Import from another program or file" and on the next screen, "Personal folder file (.pst)". Select the "backup.pst" file you now have on the new PC, and choose whether or not to overwrite duplicate items. Select, next, where to import the folders to. Voila, one copied outlook mailbox. Enjoy.
