lock ./dumb question to ask but....

Looks like win 2003, it's got themes turned off so just turn off themes in XP & you'll have the default look.just like in win2k.

OR go in your themes section in display properties & select Windows classic
 
The bar thing is like ice blue like and its called Lunall from properties. I ran win2k3 and that wasnt there unless it was the updated ocxtheme patch but i really dont think so.
