Lock Desktop Icons

In searching the internet for a way to lock desktop icons in place I have come up with a solution that involves installing some files from the Win NT 4 resource pack, but under windows XP sp2 that option doesn't work. (although people claim it works with XP, I'm guess pre-sp2)

Does anyone have a solution to lock down the icons on desktop so they can't be moved? I have a rather picky customer who likes things just the way they are.

Do you mean 'lock' them as in they can't be deleted or renamed or lock them in place as in they can't be moved or rearranged?

No idea there. I wouldn't even know where to begin. Does this customer really need it that much? Sounds like a lot of effort for little reward. ;)

The "reward" is me not having to hear about it everytime the icons get moved. Which let me tell you is worth the hour of investigation I have put into this thus far!

I found those via google. The problem with the 1st one is that it keeps windows from saving state whenever you reboot/ logout. There are some features I would like to save.

The second one is shareware and while I'm willing to spend some time looking for regedit/ gpedit hacks to fix the problem a $50 program isn't an option. Thanks for the links though!
