Location Services and Delays

Does allowing location services to run in the background for multiple devices cause any sort of delays for services to execute?

I'm asking this because I have a Lutron Caseta setup at home, and it uses geofencing to turn the porch light on when I get within 1000 feet of home. Ever since I turned this feature on, the light was always on when I was able to see my porch. However, now, I'm finding that the light is not on at that point, and is usually not on until I'm well out of my car and potentially at the porch already.

Now, I hadn't really done anything on the home side of my equation that would affect it. However, I did get tired of a few apps asking me for location services capability (some apps can freeze up for a while until they time out and ask you for it), so I enabled it. Now, I'm finding that most of my apps that use location services seem to be very lagged in their responses. For example, before I would even walk into target, it would present me with Cartwheel and other items on the lock screen. Kroger would do the same with their deals. Now, I can be in the store and still not see the thing pop up until later.

I'm not sure if it's something weird with the phone (I have been noticing really long connection times to my car... like 5-8 minutes), or perhaps it has to go through all the apps looking for location data and process them all. Ultimately, this has turned one of the useful features of my Lutron setup into a complete farce. It's actually faster for me to say, "Hey, Siri... turn the front porch light on." (That only works over local Wi-Fi though.)
