Location service questions

There are 2 options on the Nook HD (os 4.0.4) that I have and this is common for any Android phone too.

1) Google's location service ("determines approximate location using wifi and mobile network")
2) Location & Google search ("use location to improve search results and other services")

Questions:
1) are they dependent on each other? Seems #2 can't work without #1, but I can still check #2 on without #1 being on. The only other difference I can tell is that if I use Google Maps, it won't start with "My Location" - is that the only reason to have it on? Seems #2 by itself can account for locations for posting pics on facebook, etc. Just trying to understand.

2) This one is actually more important to me - if I want to be able to find a lost device via Android Device Manager, which of these need to be on? Should only be the 1st, but it's not finding the Nook even with both checked on.

Maybe it takes some time? It's not showing anything on the map itself either.
