Location of OE files in WinME

I just upgraded my mom's computer from WinME to XP, naively thinking that it would import all the stuff from OE. It did keep the address book, but lost all the emails.
So, my question is somewhat twofold:
A) Does the XP upgrade delete all the old files?
if not, then
B) What is the location the OE files are stored in in WinME (or 9x in general, I guess)? I know where to look in 2k/XP, but I'm lost since there's not a Documents and Settings folder. Perhaps I could just import the old file into OE.

edit: unrelated question - what do I do to make IE 6 not pop up background windows that have finished loading? Like I'll click a link, then switch to a new window, then when that previous window is done loading, it annoyingly pops up.

On my Win98SE box it's stored in "c:\windows\application data\identities\{some long series of letters and number}\Microsoft\Outlook Express"

well, I did a search for .dbx's and coulsn't find any besides in the Documents and Settings folder, so I guess XP deletes the old ones in the upgrade process 🙁
