Local policy setup on Windows Terminal Server?

I just setup Windows Terminal Server on one of our server in domain.
If I try to logon as a Administrator, I have no problem. However, if I try to logon as one of our domain user, then, following message pop up and I can't logon.
"The local policy of this system does not permit you to logon interactively."

I allowed all users to logon Terminal server. Could you anyone tell me what I am missing?
