local admin pass reset

Password reset boot cd will get you a login maybe, but AD will eventually change it back. (Assuming they have it set up to do it that way.)

Why are you trying to circumvent your local IT department?
 
Clarify what you are actually trying to do. Are you trying to reset the local admin password on a machine where the GPO has blocked the change, or do you want to know how to use a GPO to change all of the local admin passwords to something standardized?
