Just like with a regular retail business, you get to make your own rules as far as what is acceptable and what is not.. So in essence it doesen't really matter. You won't trade with anybody that wants you to ship first, and they don't want to trade with you if you won't ship first.. so it's actually mutually beneficial.

With ebay there is a 3rd party to establish accountability (particularly if PayPal is used).
Within the hardware community we have no such authority, and a system was devised that allows a track record to be established.
The system may not be perfect, but it works quite well for most people.
If you don't like it (or aren't willing to trust it) you can always use Ebay.
