Little red dots

I am getting little red dots that cling to text ( for the most part). The page usually starts clean then the dots will appear when I type or interact. As I type, they will shift around. I have an Savage S4 and think it started when Windows update said it had updated drivers for that card so I downloaded. Running 98 2nd Ed.
 
Try a different refresh rate. Had a Voodoo Banshee card that wierded out typed text at 75Hz, but not at 85Hz........ see if that may help.
Oh, if set to 32bit color, try 16bit instead also.........
