Little noisy fan

Hey guys,
So i just finished setting up my new comp (specs below) and there is this one fan thats driving me nuts! Its on the motherboard, but not the cpu fan (south/north bridge cooler or whatever? not a pro in this department). Anyways, its just a really little fan that is always on high speed and really noisy. I wouldnt mind the noise when gaming, but i cant stand it when just surfing the net!

Does anyone know what fan im talking about? And if so, can i replace it w/ some kind of heatsink or just attach a fan speed controller? (suggestions?)
Thanks!

I bought the THERMALTAKE EXTREME SPIRIT II for my 'southbridge' I think it is on my AMD mobo. It's a NB cooler though, and its very very quiet. Should cost 15-20$ tops. And when I say quiet, I mean inaudible. The same little fan was annoying me hehe, so not long I replaced it with that thermaltake extreme spirit II 😛 I didn't think it would fit with my 8800gts either, but it did just fine.
