Kids just like to push shit around, imitate, make noise and play. Stroller pushing is not limited to little girls ... I have two little girls, but the little boys in our neighborhood are just as likely to be running around with strollers.

I don't know if it's "monkey see, monkey do", but ours does this. It doesn't matter if anything is in or not, she'll push it everywhere. She's 16months and has been doing it for a couple months already. She enjoys it though. Wwhile she is pushing it around the house, she has a big smile on her face.
