The potatoes were apparently cut open somehow and nobody noticed. They were in the original bag in a cabinet.

yeah, but once you've got them they are hard to get rid of. have to elminate any and all sources of food for them. you could try fogging as well.

I made the mistake of missing garbage for two weeks and then went out of town for two weeks back in my old apartment

took me a while to get rid of them

flies/fruit flies... Get rid of any food that you are storing in the cabinets that are open or any thing on the counter. put everything in a sealed container or in the fridge. In a few days the problem should be gone. Disinfect with some clorox cleanup

Could potatoes be it?

OMG, you just reminded me. I few months ago I had this same exact problem. Turned out my hubby had put a bag of potatoes in a non-normal spot and I never figured out they were there. So after weeks of trying to kill stupid flies that just seemed to be multiplying I started emptying all the cupboards to find the source and I came across a 3 month old bag of potatoes that was maggot infested. THAT was my source of the flies. It was sooooooooooo bad that it ate a hole through the wood the potatoes were sitting on.
