Liteon DH-20A4H DVD-RW Optical Drive problem

I am conducting a new build/install.
Biostar GF-7050V-M7 mobo
Seagate 80gb SATA HDD (Single HDD, No RAID)

When I incert the Nero7 software/drivers CD the system stalls for a long period of time. When the folders and setup icons appear I have tried to open any/all of the folders/icons. The driver then fails to respond and locks up.
The XP installation CD is an older verison but loads fine. I have conducted all the windows updates and check programs. The UAA HD audio controllers are present and there are no conflicts in device manager.
The chipset is Nvidia 7050.
Also the Optical Device was manufactured in December 2007.
Am I missing a hotfix or IDE bus enumerator that would sove the problem?
When I click the installation CD folders I can hear the HDD fire up and the system stalls. The DVD-rom never spins up at all unless I pop in an audio CD, Win XP CD, or mobo driver CD. DVDs won't work because there is no encoder installed.
I have check device manager and bios. The configuration is set to IDE not RAID. I've tried all the SATA slots 1-4 and tried enabling RAID and disabling SATA Slots. No go. The HDD is not recognized in Bios and XP won't load.
I am at a loss.
If there is a hotfix please include a link.
