Lite Webcam Viewer?

I decided today that I'm going to start looking at local traffic webcams every morning before I head out. The local news agency that hosts them, puts them on a page that is much larger than it needs to be. I'd like to slim down the page and make it as lightweight as possible so I can just leave it up on my second monitor. I looked at the source for the page and while I don't understand most of it, I was able to figure out that it just calls upon an image that is refreshed every 30 seconds (while the webpage is refreshed every 60 secs). I'm wondering what options I have.

-Very lightweight browser displaying this image and autorefreshing?
-Application that can do something like this?

I'd rather not use a full featured browser simply because its a waste of space and resources. All this needs to do is display an image located on the net and refresh every so often.
