more seriously, there are other nations with legal age over 18. most do not seem to enforce the legal age.
uhhh, you must be fairly young. Most of the US *was* 18; we changed it to 21. The other countries haven't changed theirs from 21 to 18; they never had a 21 age requirement.

And, re: the "I'm over 21, but my license says under 21" - It's incredibly difficult to forge an entire state license, but it's relatively simple to just change one number on it. i.e. If your birthday was 12/1/85, you could simply cover the first 1 to make it 2/1/85. It would be hard to spot, hence the kiddie version of a driver's license to prevent such attempts at forgery. It used to be a fairly common practice to alter the birthdate on a license; the "Under 21" versions of licenses were made specifically to stop the practice.
I'm not sure about it being illegal to sell alcohol to someone if a member of their party is under 21... That really doesn't make sense. Imagine a mother at a grocery store with a 6-pack of beer among the other $150 worth of groceries, and her 3 year old child is present. BUT, most places at least have it in their store's policy to deny the sale of alcohol to people when a member of their party is under 21 and there's reasonable suspicion to believe the under 21 person is going to be consuming the alcohol. With the number of sting operations where they fine dozens of stores, most stores really don't care that they've annoyed some group of teeny boppers and their slightly older friends. $1 of lost profits is a heckuva lot cheaper than hundreds or thousands of dollars in fines.
