Lip Sync when converting to DVD (DVD-It) - Can you do a capture in DVD format without converting?

I have read several things on how to fix lip sync problems, but my question is can you capture in a format that is
ready to burn to DVD without converting the file? I can do a perfect mpeg 2 capture but when I burn to DVD
it has to "convert" it and then the lip sync is off. I am using DVD-it and Ulead Movie Maker. I perfer to use
DVD-It.

I dont want to have to fix audio sync problems. The capture is perfect, so I figure if there is a way to capture
in a format that DVD-it will burn without converting there will be no lip sync?
