linux software for webpage design?

Hi

I was wondering what the best choice is for web page design software with ubuntu linux? I have a few pieces of software that came installed on my linux box (neo, scream, etc) but these seem to be mostly html editors. i was hoping to find something like dreamweaver where i could graphically create a webpage and do a little coding as well.

what are the other linux users using?

ideally, i'd like to use flash, but that is out of the question.
