Linux Quotas Resets help

For some reason the quota for root keeps resetting seemingly at random, sometimes every few days sometimes a week or two apart, but I can't figure out why? It also sets a quota on my iSCSI device. Anyone had a similar experience? running kernel 2.6.9-42.0.2 on Redhat Enterprise distro.
