I have an older computer that I wonder if I can turn into TIVO like machine.

What Linux OS support this and is there a cheap tv tuner card?
 
Take a look at this anandtech article. Any distro will do, I'm not familiar with there being any distro built for it. Only thing that would likely make you choose one distro over another is your selection of video card.

 
Any flavor of linux should work with MythTV, which is the software you are looking for. There are cheap Hauppage tv tuner cards that work well with linux as well.
