Linux Firewalling Bandwidth Regulation?

I run a linux router/firewall and would like to know if it's possible to regulate how much bandwidth is given to each of the IPs behind it. I need to give certain machines more priority.

Quick question though:

I'm running Red Hat 7.1, the source for my distro is only available as of versions 2.2.12-5... later sources, 2.2.13-9, are available for other distros, mandrake in particular. Can i use the latest version or should i go with the one explicitly for red hat. I doubt much has changed between the two versions, but it's always good to have the latest and greatest.
 
I personally would download and install the RPMs that are built for your distro. You might not have trouble installing Mandrake RPMs, but why bother? It's only a very small difference in the minor version number, indicating that little has changed. Heck it's not even the minor version number, it's the micro version number, or whatever you call z in x.y.z 🙂
