Is it possible to connect to connect to the Admin panel of a linksys router from outside of the network? If so, how?
 
If you mean whether Entry Level Cable/DSL Router Model: X?X?X? can do it I do not know but a lot of Models include Remote Management.

You enable it in the appropriate menu, and assign a port.

Form remote through the Internet enter into the browser address:

http://<WAN IP Address>:XXXX (XXXX being the Port Number you have defined).

Voila a miracle you can configure your Router from Remote. 😉
