Linksys Router and FTP Problems

I have a 4 port linksys router. I am trying to serve an ftp site since I have 100KB of upload on my cable. When I forward ports like 99 or whatever I set my ftp to, lots of people have trouble listing the dirs when they log in. If I set the port to 21 and forward ports 20 and 21 it works. Any way of me getting other ports to work? I just do not want my isp scanning port 21 and bitching cuz I have an ftp running.
 

if i'm not wrong... port 21 is for file transfer and port 20 for file browsing... you need both ports open if you want people to be able to look and download.
 
There's a distinction between active and passive FTP too, I don't remember and don't feel like looking it up but I bet the ones that work and don't work are using one and the other.
