Yes, it certainly can. Should be somewhere in there under LAN setup. Typically, if you're behind NAT, you'll want to use a 192.168.x.x, or a 10.x.x.x network number. The reason is that these are reserved as non-routable on the internet, and are used for private networks.

172.16.X.X as well. Funny though, you never see that one on the SOHO, home based consumer products. It was the default IP scheme for a Linux based firewall for schools I used to install but I dont think I have ever seen a post about or talked to a customer who has used it.
