Router Config

I'm trying to send a friend a config file through IRC, the standard ports are 1024 to 5000. 1025 is a trojan port, so I changed it to 412 to 420 on the router settings. Went in IRC, changed DCC settings to 412 to 420 ports. Still doesn't work? Help please?
