I'm not sure where the problem lies. And I only realize it while watching tv shows on it but dont have problems on my hdtv when hooked up at same time. It's like when there's a lot of movement there's a horizontal line across the screen not really a certain color Moreso like the picture unaligns itself.
 
from a quick google:

1) try using a different program or codec to play video files.

2) might be a problem related to secondary display not allowing vsync?
an easy way to check is if it still tears when set as the primary display

you might also need to disable transparency effects/aero if vsync on multiple displays causes lag

I'll try using something different than vlc. Any reccomendations for playing torrents because they are usually different formats like mkv
