line freeze up - video card or monitor issue

These are the monitor and video card specs
SCEPTRE X24WG-1080P Black 24" 2ms Widescreen LCD Monitor 300 cd/m2 4000:1

NVIDIA GeForce 9600 GT - GV-N96TZL-512I (gddr3, 512 mb, 128 bit)

About 2/3rds down the screen on there is a freeze up. While on a webpage if I move it up or down the line freezes up. The script appears off. It's a problem just along that place along a line.

Is this a monitor problem or a video card problem. I just updated all the drivers.

I have a quad 2 core processor, and ddr3 4 gigs ram in it.

lets say you are reading a word document, any thing (letters, words) a little below half way the screen gets stuck if you scroll it down with the mouse.
So, I'm looking a document, and I scroll down the screen once, and when I stop, the letters/words along that line are squiggly/stuck. It gets ok as soon as I move the doc up and down again. So the line is that part of the screen that messes up the letters.
Now this happens to an image too. that part of the image gets frozen/squiggly along that line half way down the screen.
I'm not sure if I'm making myself any clearer :)

When you say you updated "all" the drivers, can you be more specific? Nvidia driver, motherboard drivers? Monitor driver (if provided).

Next, do you have another monitor in the house that you can hook up to see if it does the same thing? If it does, that would rule out the monitor and the GPU can be focused on. If it doesn't do it, then there could be a problem with the monitors refresh.

Are you able to do this?

I'll test it out and get back on the post.

I've updated the Nvida, motherboard, bios, and all using original drivers from the cd provided and also from the manuf. website. I also installed driver genius pro to update anything else that might have escaped :)

ok, checked with a new monitor and no squigglies. Tried several restarts just to make sure, but that problem did not reoccur.
This problem happened again when I put back the 24" monitor. However this line problem does not happen once in a while on the screen. So, it does not always occur.

If you can, leave the new monitor connected for a little while and see if the problem is reproducable. If not, then the problem is your monitor. See if the manufacturer has any drivers available for it. Some do not and just leave it up to the OS to load a default monitor. But give that a shot.

I have quite regularly (and entirely intermittently) ended up with something similar (using Office 2007 and whatever the latest acrobat reader is).

Machine is a q6600/Asus P5Q PRO/Asus 4850 512mb/4GB DDR2, haven't seen it with the latest Cats (9.12) yet but I haven't done any work on it since updating this arvo.

I'm also sure I've noticed it on my work machine (some core2duo/XP Pro workstation). It's sometimes very confusing as you might think you've not deleted a line, and end up deleting more than you intended ;)

What I have seen doesn't look exactly like that all the time, sometimes the entire line is duplicated (hence the confusion). I am certain it is not a monitor issue from my experience.

EDIT: and exactly similarly, it clears if I scroll up and down again...

yes that's true, it clears up by rescrolling. but it does reappear if you drag the page up or down slowly up to that line (area of the monitor), in my case, a little below the halfway line on the monitor
