I would upgrade those cats to latest batch, unless if you have a specific problem that requires you to use the cat 3.10's. As far as a program for overclocking, guru3d has a tool they host called ATi Tool. Allows you to adjust core/mem and has a scan for artifacts tool that will render a direct3d screen for testing. Click abort and it will show a spinning cube that will display the FPS/AVG FPS so you can see if your increase made any noticable changes. Nice program, small in size. Allows you to keep profiles of your OC'ing so you can click and load them up before you go to play a game.
