Limiting user access in Windows 2000

My wife teaches high school math, and they have a bunch of older Dell laptops running Win 2000 that she uses in class with her students. The problem is, half of them don't work, and the other half, as I found out last night, were dreadfully horrifically slow. Took one of them home last night, and found more spyware on it than I cared to find. It runs at a decent clip now.

Question: What can be done to stop the little bastages from (a) downloading anything onto the computer and (b) limiting the websites that they can get to?

If you know which sites they visit, you can probably edit the HOSTS file to point to website to localhost or 127.0.0.1. The other way would be to set up a proxy server but that will be more work.
