Limiting upload via a router

My ISP limits uploading to 650MB per day, and I am sharing the connection with 3 other people. Currently I'm using a D-Link router, but I want to have a setup so that each user is limited to being able to upload 160MB per day so we don't get blocked if 2 people both decide to upload a lot of stuff on the same day. I have a spare PC siting around that could be used as a router if thats what it takes. How do I set up a router so that it will limit the upload for each client?

#2 while you could probably do something with a computer running linux and acting as router, thats a bit out of the scope of this message board. I belive netlimiter will allow you to enact upload limits, but youll need to run it on all the computers.
 
I can't change ISPs unless I want dialup. The one I have is the only one available here. Is there a way I could set up a win xp box to be the router? I don't have a lot of experience with Linux and so I'd rather run xp if possible.
 
I looked at smoothwall website, and I didn't see anywhere it said that it would limit uploads. It may have that feature but I couldn't find any info on it.

Is there a good website that explains how to do all this fancy networking stuff with windows and/or linux?
 
Did you check any of the forums on the smoothwall site? By default, the free version of smoothwall doesn't do much more than be a firewall. Look in the forums on their site under the homebrew modifications and see if there is anything there.
